Background of the Study

Multiple voting is one of the most pernicious forms of electoral fraud, where individuals cast more than one vote in an election, often by using fraudulent or stolen identification. This practice undermines the legitimacy of elections and erodes public trust in the electoral system. To address this issue, voter identification technology has been introduced in many regions, including Argungu Local Government Area (LGA) in Kebbi State, to ensure that each eligible voter casts only one vote. Technologies such as biometric voter identification systems, which capture fingerprints, facial recognition, or other biometric data, have been touted as effective tools for preventing multiple voting (Junaid & Aliyu, 2024).

In Argungu, the introduction of biometric voter identification technology has been seen as a key intervention in addressing electoral malpractice, particularly multiple voting. However, the effectiveness of these technologies in curbing multiple voting has yet to be thoroughly examined. While some studies suggest that biometric identification systems are effective in enhancing the accuracy of voter rolls and preventing fraud, others point out challenges such as technical glitches, voter disenfranchisement, and difficulties in implementation (Usman & Hassan, 2023). This study seeks to examine the effectiveness of voter identification technology in reducing multiple voting in Argungu LGA, evaluating how well these technologies have functioned in practice and their impact on the overall integrity of the election process.

1.2 Statement of the Problem

Despite the introduction of voter identification technologies in Argungu LGA, multiple voting remains a challenge in some areas. The problem lies in whether these technologies are truly effective in preventing fraudulent voting or if there are still loopholes that allow multiple votes to be cast. In addition, there are concerns about the technical reliability of these systems, the preparedness of electoral staff to operate the technology, and the accessibility of voter identification systems for all voters, particularly in rural areas. This study aims to explore these issues and assess the real-world effectiveness of voter identification technology in reducing multiple voting in Argungu.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of voter identification technology in reducing multiple voting in Argungu LGA.

  2. To identify the challenges faced in implementing voter identification technology in Argungu LGA.

  3. To assess the impact of voter identification technology on the overall integrity of the electoral process in Argungu.

1.4 Research Questions

  2. What challenges hinder the successful implementation of voter identification technology in Argungu LGA?

  3. How has the introduction of voter identification technology affected the overall credibility of elections in Argungu LGA?

1.5 Research Hypotheses

  1. Voter identification technology significantly reduces multiple voting in Argungu LGA.

  2. There are significant challenges in implementing voter identification technology in Argungu LGA.

  3. The introduction of voter identification technology has improved the credibility of elections in Argungu LGA.

1.6 Significance of the Study

This study is significant because it will provide empirical data on the effectiveness of voter identification technology in reducing multiple voting in Nigeria, with a particular focus on Argungu LGA. By evaluating the successes and challenges of implementing such technologies, the study will offer valuable insights for electoral bodies, technology developers, and policymakers who are working to enhance electoral integrity across the country. The findings could also inform future efforts to scale up the use of biometric identification systems in other regions of Nigeria and beyond.

1.7 Scope and Limitations of the Study

This study focuses on Argungu Local Government Area in Kebbi State and evaluates the impact of voter identification technology on reducing multiple voting in the most recent elections. The research will not consider the broader national adoption of voter identification technologies or examine other forms of electoral fraud beyond multiple voting. The study is limited by the availability of data and the potential reluctance of some voters and electoral officials to discuss issues related to electoral malpractice.

1.8 Operational Definition of Terms

  • Voter Identification Technology: Technological systems used to verify the identity of voters, typically through biometric data such as fingerprints or facial recognition.

  • Multiple Voting: A form of electoral fraud where a person casts more than one vote in an election, often using fake or stolen identification.

  • Electoral Integrity: The credibility and fairness of an electoral process, ensuring that it is transparent, free from fraud, and accurately reflects the will of the people.
